What To Do:
1. Cook Rice: In a medium saucepan over high heat, bring 2½ cups water and ½ teaspoon salt to a boil. Stir in rice and return to a boil. Reduce heat to low, cover and simmer 25 minutes or until liquid is absorbed. Turn off heat and let stand, covered, for 5 minutes. Coarsely chop cilantro. Stir ONLY half into rice.
2. Cook Black Beans: Heat 1 teaspoon olive oil in a small saucepan. Add garlic and bell pepper. Sauté 1 minute. Add chicken stock concentrate, 1 cup water, black beans, ONLY 1 teaspoon cumin, ONLY 1 teaspoon coriander, and ½ teaspoon each salt and pepper. Simmer 5 minutes.
3. Make Spice Rub Stir together remaining cumin, coriander, oregano, ½ teaspoon each salt and pepper, and ONLY ¼ teaspoon crushed red pepper in a small bowl.
