What To Do:
1. Preheat oven to 450°F. Line a rimmed baking sheet with aluminum foil and coat with cooking spray.
2. Cook Rice: In a medium saucepan over high heat, bring 1¼ cups water and ¼ teaspoon salt to a boil. Stir in jasmine rice and return to a boil. Reduce heat to low, then cover and simmer for 15 minutes. Turn off heat and let stand, covered, for 5 minutes.
3. Make Rub: Stir together brown sugar, ONLY 2 teaspoons chili powder, ONLY 2 teaspoons paprika, and ONLY 1 teaspoon cumin in a small bowl.
4. Prepare Salmon: Sprinkle salmon with ¼ teaspoon each salt and pepper. Rub with brown sugar mixture, pressing to coat. Place on one side of prepared baking sheet.
